Circulation Department


Who may check out library materials?

PSU students, faculty, and staff may use their PSU Photo ID cards to check out all Library materials in the circulating collection. Residents of the four-state area may be issued library cards upon presenting proof of residency (such as a driver's license). Patrons are responsible for ALL materials charged out against their ID card, which must be presented at the time of check out.

How long may I have it?

Most circulating material may be checked out for a three-week loan period and must be returned to the Library on or before the due date stamped in the back of the book. Library material may be recalled from any patron at any time and a "recall" may be placed on items already checked out. Patrons who have placed "recalls" on Library material which is checked out are notified when a requested item is returned and is waiting for them.

Faculty and graduate students at PSU have an end-of-semester loan period: items are due either at the end of the spring semester or the end of the fall semester. Library material may be recalled from faculty and graduate students at any time. Recalls shorten a semester checkout to a period ending three weeks after the original checkout date.

How do I renew?

Material may be renewed by bringing it to the Library on or before the due date stamped on the due date slip. If the material is overdue, it cannot be renewed until all items are returned and the fines are paid in full. Material cannot be renewed over the phone.

Material that has been recalled cannot be renewed. Several classes of material, such as faculty reserves, periodicals, and microform readers cannot be renewed.

Overdue materials

If any library material is overdue, your borrowing privileges are suspended until all items are returned and the fines are paid.

In order to provide equitable service to all Library patrons, time limits on Library materials are strictly enforced. Fines on overdue material are 25 cents each day per item, up to a maximum of $20.00 per item. If the item is not returned and fines are not paid, you are charged for the cost of replacing the item plus a $5.00 processing fee. If the item is eventually returned or found, only the replacement cost is refunded or forgiven. No refunds are given after four months of receipt of payment. Fines or lost charges of $10.00 or more result in blocks on PSU student records, and/or other collection procedures for community patrons.

Overdue notices are sent as a courtesy to remind you of overdue material. Failure to receive notices does not waive fines. Please ask the Circulation Desk for assistance if you are concerned that you might have overdue items.

Instructors' tests and reserve books

Many PSU faculty place books, tests, or personal copies of material on reserve for their classes. The reserve stacks are located to the right of the Circulation Desk. Items on reserve must be requested at the Circulation Desk by instructor's name or by title and checked out with a valid ID. Loan periods vary from 2 hours to 1 week. Fines are 25 cents for each hour overdue during which the Library is open, up to a maximum of $20.00 per item.

Confidentiality

PSU considers Library records confidential. To protect your rights, appropriate IDs are required at all times. It is not advisable to charge out items for friends on your ID card or to loan your card to others. YOU are responsible for all material checked out on your card. Circulation staff will not provide you with any information about which patron has a particular item checked out. If you wish to obtain material which is checked out, the Library will recall the item for you.

Appeals

All patrons have the right to appeal any fines or charges they feel may have been assessed in error. To initiate the appeal process, please contact supervisors at the Circulation Desk for an Appeal Form.
