Andrew Frank Schoeppel (1894 - 1962)

Andrew Frank Schoeppel was born on November 23, 1894, in Barton County, Kansas. He attended the University of Kansas in 1916 and 1917, but left school when the U.S. entered World War I to join the U.S. Naval Air Service. Following the war, he entered the University of Nebraska and received his LL.B. degree in 1922. In 1946 Schoeppel received an honorary LL.D. degree from Baker University in Kansas. After graduation from the University of Nebraska, he went to Ness City, Kansas, to practice law. During his time there he also served as Ness County attorney, and mayor of Ness City. In 1939 he was appointed as the chairman of the Kansas Corporation Commission.

Schoeppel was elected governor of Kansas in 1942 and was re-elected to a second term in 1944. In January 1947, after his second term as governor ended, he moved to Wichita, Kansas, and joined a law firm. In 1948 he was elected as a Republican to the U.S. Senate. He was re-elected in 1954 and 1960. During his tenure in the Senate he was a member of many committees including: Expenditures, Banking and Currency, Small Business, District of Columbia, Rules and Administration, Agriculture and Forestry, Interstate and Foreign Commerce, Appropriations, Commerce, and Republican Policy. Andrew F. Schoeppel died in office on January 21, 1962.

SCOPE AND CONTENT NOTE

The Andrew Frank Schoeppel Papers consist of congressional bills, press releases, memos, statements, and miscellaneous materials that primarily document Schoeppel's tenure as a U.S. senator. The papers are arranged into six series:

The Senate Committees series is divided into six sub-series: Expenditures Committee, Banking and Currency Committee, Small Business Committee, Agriculture and Forestry Committee, Appropriations Committee, and Interstate and Foreign Commerce Committee. Each of these sub-series is arranged alphabetically by subject and chronologically within each subject.

The Expenditures Committee sub-series is composed primarily of congressional bills, press releases, memos, and statements related to the creation, elimination, or reorganization of executive branch bureaus and departments upon recommendation by the Hoover Commission. The Hoover Commission, headed by Herbert Hoover,was created in 1947 to complete a two-year study of government organization and generate plans for reorganization to cut spending, yet improve the quality of the work being done. Some of the affected agencies were the Departments of Agriculture, Commerce, Treasury, and Welfare, the Civil Service Commission, and the Interstate Commerce Commission.

The Banking and Currency sub-series contains congressional bills, statements, and press releases that span the 1950's. They are in regard to the Pricing Practices Bill of 1951, the creation of the Small Defense Plant Act, and retailing, distribution, and fair trade practices in the rubber tire industry. The sub-series also contains a 1951 report on the state of small business in the United States.

The Small Business sub-series contains congressional bills, statements, and press releases that span the 1950's. They are in regard to the Pricing Practices Bill of 1951, the creation of the Small Defense Plant Act, and retailing, distribution, and fair trade practices in the rubber tire industry. The sub-series also contains a 1951 report on the state of small business in the United States.

The Agriculture and Forestry sub-series is comprised of congressional bills, statements, press releases, newspaper clippings, and pamphlets from 1949. They deal with the amendment of the Agricultural Act of 1947.

The Appropriations Committee sub-series is composed of estimates of needed monies for the Inter-American Program for Social Progress for fiscal year 1961, the Federal Trade Commission and the Federal Power Commission for fiscal year 1962, and the District of Columbia for fiscal year 1963.

The Interstate and Foreign Commerce sub-series contains statements, and other information regarding the status and development of UHF television channels in 1954. Also in the sub-series are bills from 1949 regarding the Public Health Act and the National Health Act.

The Miscellaneous Legislation series is arranged chronologically with undated material at the end of the series. This series is comprised of bills, press releases, memos, and letters dated from 1949 to 1951. They are related to various agencies such as the Tennessee Valley Authority, Central Intelligence Agency, Selective Service Administration, Securities and Exchange Commission, and the Bureau of the Budget.

The North Atlantic Treaty Organization series is arranged chronologically and contains articles, booklets, letters, and statements relating to the establishment of NATO. This is an interesting series because the materials reflect the views of those in favor of, and those opposed to, NATO and the United Nations. Of particular interest is General Omar Bradley's statement before the Senate Foreign Relations Committee supporting the creation of NATO.

The Labor series is arranged chronologically with undated material at the end of the series. This consists of statements, from 1949, relating to the repeal of the Fair Labor Standards Act and the Taft-Hartley Act. It also contains a book with information on labor-management relations.

The Communism series is arranged chronologically, and is comprised of booklets dating from 1949 to 1955 that claim to reveal the world-wide communist conspiracy. Also in the series is a booklet that claims to expose the Ford Foundation and the Fund for the Republic as fronts for communist activity.

The Republican Party series is arranged chronologically with undated material at the end of the series. This series contains material dating from 1948 to 1961 related to, and published by, the Republican Policy Committee and the Republican National Committee. It includes speech kits for Republican members of Congress, background and summaries of major legislation, and pamphlets and booklets that stress the differences between Republicans and Democrats. Of particular note is the information on Adlai Stevenson, John Sparkman, and Dwight Eisenhower, and a book of excerpts from speeches given by Richard Nixon from 1948 to 1959.
